In response to infrastructure damage inflicted during the recent conflict, Iran has initiated a comprehensive strategy to rebuild its industrial sector, with a particular focus on protecting production capacity and stabilizing supply chains.
According to officials at the Ministry of Industry, Mining and Trade, the reconstruction effort extends beyond the physical restoration of buildings and equipment. The government is pursuing a dual-track approach that combines rebuilding with industrial modernization, aiming to strengthen the resilience of the entire production ecosystem.
To facilitate the process, industries affected by the war have been categorized into three groups: directly damaged units, enterprises affected by supply chain disruptions, and small vulnerable businesses. Each category will receive tailored support packages designed to address specific needs.
Financing remains the central challenge. The cabinet has approved 100,000 billion tomans in reconstruction facilities, though implementation requires final approval from the Supreme Supervisory Council on Banks. Additionally, the issuance of 25,000 billion tomans in bonds is being pursued through higher authorities, including the Supreme National Security Council.
A specialized platform has been established to register damages and connect affected companies with expert consultants, enabling reconstruction to proceed based on scientific methodologies and lessons learned from past experiences.
Tahmoures Lahouti Ashkouri, CEO of the Small Industries and Industrial Parks Organization, identified financing as the primary bottleneck and confirmed that a support package is in its final approval stages. The plan includes preferential land allocation with minimal down payments, extended grace periods, and debt relief for over 1,500 industrial units.
Priority sectors for resource allocation include medical equipment, pharmaceuticals, food industries, and leading industrial sectors that drive downstream chains.
Minister Seyyed Mohammad Atabak has stressed that the reconstruction requires special legislative authorities to accelerate the revival process. Isfahan province, the second most damaged region, has seen significant losses, particularly at the Mobarakeh Steel complex, underscoring the urgency of the national rebuilding effort.
